Third Time the Charm for Robinson Terminal?

 

There are only two large redevelopment opportunities remaining on the Alexandria waterfront: the power plant, which has an approved plan, and the Robinson Terminal, which has twice been unsuccessful. Now the property owner, Rooney Properties, has come forward with a new redevelopment proposal for the Robinson Terminal site.

In addition to the Old Town North Small Area Plan, the parcels that comprise Robinson are also subject to the Waterfront Plan and the provisions of the Waterfront Settlement Agreement with the Federal government. Approximately 239,000 square feet of building space is allowed, but heights are limited to 50 and 30 feet for sections of the two parcels closest to the river, and 66 feet for the parcel west of Union Street, currently occupied by a warehouse. The Waterfront Plan itself contains goals such as public access to the riverfront, improved pedestrian connections, and an inviting mix of land uses and amenities to attract the public.

Of course, a basic financial requirement for any development is for the applicant to anticipate earning a profit.

Rooney’s concept plan includes the following elements:

  • About 88 multifamily residential units over both blocks

  • Two ground-floor retail/restaurant spaces in the west building

  • One restaurant space fronting the waterfront in the east building

  • Removal of the pier, due to its condition

  • Integration of open space with RiverRenew Plaza

Review of the proposal began last week with a presentation by Rooney to the Urban Design Advisory Committee (UDAC); UDAC will evaluate the proposal’s adherence to the Old Town North Small Area Plan. For assessing compliance with the Waterfront Plan, the Waterfront Commission is scheduled to hear a presentation on February 20.
